a. The person is not very intelligent (smart). The person is not reacting to a situation or paying attention. (Very informal / Used in humour - don't say this to your boss)

Examples:

  • Hello! Earth to Johnnie! Stop staring into space (looking at nothing in particular / zoning out). - The lights are on but nobody's home.

  • Sorry to say, but Karen is not always too intelligent. The lights are on but nobody's home, if you know what I mean.


Grammar:
